Comment:

 I'm closing this as a duplicate of #46573 at this time, the other ticket
 has some traction at this time, and tackles more than just the debug
 screen. It has been stylized along with the site health information, and
 adds various new data for debugging purposes and making it much more
 friendly for international use.
