 Is there any downside to being in recovery mode? If so, I would want to
 make it even more prominent that you are in there. Maybe the notice is
 yellow or button is red or both. Or put a red border on the admin bar.
 If there is no downside, maybe put a red bubble on the Dashboard link, and
 show the info message.
