Comment:

 The media placeholder "clickable divs" have been replaced with buttons in
 [44796] / #43151 with the only exception of the header "placeholder",
 which is a special case and needs to be addressed separately in #46422.
 This change aligns with the pattern used in Gutenberg. Therefore, I'd lean
 towards closing this ticket. Please do feel free to reopen if I'm missing
 something.
