I have done some work in this area outside of Core, after I got annoyed
that a post I made in a different timezone on a trip got a bit muddled as
to what time it is, and I've now set it so my posts on my personal site
always show the timezone I was in when I wrote it.
I would welcome some increased sanity around this. The idea of only
worrying about dates in UTC and converting them on the fly for display
purposes would make life easier for all, but is going to be a pain for
backcompatibility.
