 As WordPress 5.2 is finally going to
 [https://wordpress.org/news/2019/03/wordpress-5-1-1-security-and-
 maintenance-release/ switch minimum PHP version] to 5.6 this ticket should
 be revisited. With this change, password_hash can be used without any
 backwards compatibility layer.
