 When I tried it with WP 5.1, the Install button was showing at first, but
 it changed to Activate shortly thereafter. That means it is already coded
 to update.

 I would guess that the initial state needs to be handled better, to
 reflect the state of the installation, so it would be disabled and showing
 "Installing" like the other button does.
