 Wordpress seems to set the media settings such as "link to" to the last
 used settings used by the user.  Not the default settings at options.php
 as set by the site admin.

 So when a a user adds a new media image, it inherits the settings used on
 the last media image he inserted.  If does not roll back to the default
 settings as set by the admin.

 A new media insert should automatically start at the system default
 settings as defined by the website admin, and have to be manually over-
 ridden by the user on each execution.  Not be permanently changed by the
 users prior execution.
