Comment:

 Hi, sorry for the long wait for a response to this ticket.

 If a site administrator wants to edit a comment to be whitespace only,
 they should be permitted to. For example, we don't prevent admins from
 entering whitespace or even blank post titles or post content.

 Based off that, I'm going to close this as `wontfix`, but feel free to
 continue the discussion if you feel strongly this should be changed.
