Comment:

 in [attachment:"47131.2.diff"]:

 * When the screen is in one column mode and there is only one meta box,
 disable sortables, otherwise enable
 * When the user toggles any screen option (columns, metas boxes) recheck
 and disable or enable sortables.
 * Set the cursor inline style to indicate draggability accordingly

 Works well in my testing, I would appreciate some additional review.
