 I'm not able to recreate this issue. Also based on
 [https://core.trac.wordpress.org/query?status=accepted&status=assigned&status=closed&status=new&status=reopened&status=reviewing&milestone=5.2.2&col=id&col=summary&col=status&col=owner&col=type&col=priority&col=milestone&order=priority
 the changes in 5.2.2], there shouldn't be anything that would be affecting
 uploads in this manner.

 Are you seeing anything in any PHP/Apache/nginx error logs? Are you
 running anything like ModSecurity?

 Are you able to replicate with the default theme and all plugins
 deactivated?
