 Note: actually, an ARIA tabbed interface could be built also upon links
 (`<a>` tags) if only they were valid URL-fragment links pointing to a
 valid page fragment, see for example https://inclusive-components.design
 /tabbed-interfaces/

 However, these are just invalid links `<a href="#">` thus they need to be
 changed to buttons, see https://core.trac.wordpress.org/query?keywords
 =~semantic-buttons
