Using 5.1.1, on the Dashboard. When a new version of WordPress core is
released, the link takes you to the page for 5.0, even though a page for
 5.2.1 exists. See images.

I suggest that if the link has the anchor text "WordPress 5.2.1" then it
should link to the minor version page, and from a usability point of view,
if I'm on v5.1.1 and 5.2.1 is available, there's no point linking me to
5.0, as I would already know what these changes are. Linking to 5.2.1 lets
me see what the changes are (i.e. the specific version history of bugs
that are fixed in this specific release), so I can make my decision as to
when to plan my upgrade. Linking to 5.0 doesn't let me do this, nor is
there any link on the 5.0 page which will take me o the changes contained
in 5.2.1, so I have to go work out how to find that information myself.

 As appears on Dashboard: https://ibb.co/3ThC33W

Following the link takes me to: https://ibb.co/x5fs8pf

Even though the far more useful page is available here:
 https://ibb.co/RSwG5jN

I'm listing this as a bug and not an enhancement because any link
containing the words "Wordpress 5.2.1" should take me to a page containing
info for v5.2.1, and it doesn't.
