 Thanks for making a call.

 I haven't got time to create it but once the patch is refreshed it can be
 committed.

 The refreshed patch will require:

 * update to include the new capability name
 * capability added to the data providers `_getSingleSitePrimitiveCaps()`
 and `_getMultiSitePrimitiveCaps()` in
 `tests/phpunit/tests/user/capabilities.php`
