Earlier I had said:

I need an answer on which of the two is the WordPress's final answer on
this decision ''before'' any resources are allocated to writing said paper
or working on an implementation.
Until I have the WP consensus in my employer's hands, we're a little too
busy with paid client work to get too invested in either, especially if we
end up having to backtrack and focus on the other option.
