Comment:

 The [https://wordpress.org/plugins/block-options/ EditorsKit plugin] can
 also hide blocks based on a variety of criteria, including custom logic.

 This is an advanced feature not suited to core, it's far better as a
 plugin, where behaviour can be customised to specific use cases, rather
 than needing to work for every WordPress site in the world.
