 Good call @afragen, let's get thoughts from Design. Adding `needs-design-
 feedback`.

 Item for Design Feedback:
 The notice style would draw attention to that `cause` sentence whatever
 the verbiage. This string can be overlooked as it has the same style as
 the other strings on the plugin element. Making it a notice would bring it
 inline with the Plugins screen version. Should we go in this direction?
