 Coding Standards: Upgrade WPCS to 2.1.1.

 Noteable changes:
 - WPCS now throws warnings when non-strict comparisons are used. There are
 quite a few of them in Core. 🙃
 - WPCS now detects and warns for assignments in loop conditions.
