 Hi @ericsherred, welcome to WordPress Trac! Thanks for the report.

 Even though the notice points to the `wp-includes/functions.php` file,
 that's just where the `_deprecated_hook()` function is located. The notice
 is intentional and most likely comes from the plugins or theme you're
 using, not from WordPress core. See #42537 for more details.

 Does the issue still happen with all plugins disabled and a default theme
 (Twenty Nineteen) activated?
