Comment:

 We don't do any site-wide settings on the posts list screens, so this
 would be a big break from our standard admin organizational patterns.
 Right now, those are all contained on pages under the `Settings` primary
 menu, which is a logical location. I don't think it makes sense to
 duplicate settings forms, or to begin putting additional clutter on these
 posts list screens.

 If the primary goal is just to make it easier to find things inside the
 admin, there are some discussions happening around admin menu organization
 on #47012 and I think that would be a better place to explore various
 options.
