 Moved over from the discussion on #45905:

 When using Twenty Nineteen on a mobile device, you sometimes get a brief
 flash of the desktop menu when closing the mobile menu.

 Steps to reproduce:

 1. Start with a test site with a longer menu, so you have the `...` more
 button.
 2. Tap on the `...` button on a mobile device.
 3. Click the 'Back' button.
