 https://github.com/wp-core-php/wordpress-develop/pull/5 is a new PR that
 contains the WSOD code in the current stage in which it can theoretically
 be committed back to trunk later for 5.2. That commit itself would "re-
 close" #44458, #45932, #46047, and #46068.

 The additional efforts would then go towards #46130.
