 Removing the cookie support is incorrect. If cookies are enabled, the
 commenter should be able to revisit the site and see their unmoderated
 comments. The `test_query_offset_should_include_unapproved_comments` test
 exists to show this behaviour.

 I'll add cookie support to `wp_get_unapproved_comment_author_email()`.
