 Welcome to trac and thanks for your ticket.

 I tested on a fresh `WordPress 5.0.3` install with `twentyninteen` theme
 enabled but could not reproduce the issue.

 A few things if you please try and see if it still persists:
 1. Disable all plugins and try again
 2. If still the same, please try a bundled theme on a fresh WordPress
 installation
