 Thank you for the feature request, @bhubbard!

 There's a plugin available for this functionality:
 https://wordpress.org/plugins/wp-security-txt/

 I understand that it's not really a user-facing feature, so it's unlikely
 that sites will go out of their way to install the plugin. However, the
 extremely low installation base suggests that this is too niche a feature
 for core, and is best left in a plugin.

 I'm happy to revisit this if the draft specification is accepted, and
 gains wider adoption.
