 The issue is related to
 [https://github.com/WordPress/WordPress/blob/4f861b95489387d0fd3dd1d97f7c5ddbce8e0db6
 /wp-includes/load.php#L361 this line], that only hide errors on some
 conditions. Above is a list of conditions that public facing but are not
 `XMLRPC_REQUEST`, `REST_REQUEST`, `WP_INSTALLING`, Admin ajax or a JSON
 request.
