 Discussed during today's accessibility meeting and agreed this should be
 fixed. Worth considering many users who have accessibility needs will
 stick to the Classic Editor. These users need keyboard shortcuts to be
 communicated.

 Also, I guess to fully address
 https://github.com/WordPress/gutenberg/issues/6195 the shortcuts need to
 be visibel in TinyMCE first.

 It would be great to fix it soon rather than later.
