 Dear @Rarst

 I really appreciate your participation there as I get to understand better
 what's behind all that. May I suggest that building this time zone
 flexibility feature is actually a great opportunity to reorder WordPress's
 storage of time?

 This could have the potential to take wordpress to another level, and
 truly make it an global CMS ALSO on time functions.
