Comment (by Rarst):

I'd like to reiterate that I am not against ''having'' user time zones. I
am for having really really really solid ''workflows'' designed for that
 before storage is even considered.

And have no illusions, storage of time in WP is absolute disaster at the
moment. It does not operate in UTC, it does not operate with normal Unix
timestamps, it has two different and not entirely compatible time zone
 systems.

There is a mountain of work left on this before anything can be called
 "easy". Working on it. :)

Where I personally see this fitting into Date/Time component roadmap:
after outstanding bugs are fixed, new API is added to work with unified
timezone handling and real Unix timestamps, and around time we are looking
into moving to canonical UTC for time storage.
