 As the lines start to blur between editing post-content and editing site-
 content, the purposes of the top-level toolbar "Customize" and "Edit
 Post/Page" type links is also.

 In a block-based world, the left-to-right order of these 2 links seems a
 bit odd:

 * Customize Site
 * Moderate Comments
 * Add New Stuff
 * Edit Thing
