 I checked a little more.
 The bulk tool previously was available only on the top of the page, before
 the block with translations.
 Recently, a second copy of the bulk tools were added at the end of the
 page. But it seems as if they by mistake were made visible not only for
 editors. It's possible that it already has been corrected in the next
 version of GlotPress that is due to be released soon.
