 Since installing 5.3.1 (and updating to 5.3.2) I've observed the following
 error:

 Uncaught TypeError: f.hoverintent is not a function at
 HTMLDocument.<anonymous> (admin-bar.min.js?ver=3.8:1)

 This error prevents the admin bar on the front end of the WordPress site
 from being able to dropdown a menu when hovering over an admin related
 link. Prior to WordPress 5.3.1 no such error was generated and dropdown
 worked as expected.
