 To clarify a bit, WordPress core does not have any references to `public-
 api.wordpress.com/wp-admin/rest-proxy/`, so this does seem like a plugin
 issue.

 Does it still happen with all plugins disabled and a default theme (Twenty
 Twenty) activated?
