Comment:

 Tend to agree with @drw158. Don't think that (fully or partially)
 reverting #36753 is a good idea. It was committed as a result form the
 "Font Natively" feature project: https://make.wordpress.org/core/features
 /font-natively/.

 Also `Since then, all Windows users have been seeing non-centered vertical
 alignment of text within inputs, selects, buttons.` doesn't seem to be
 true. At the time this change was made in WP 4.6, all these elements
 looked much better in Windows browsers than in the above screenshots from
 more recent versions. Seems "somewhere along the way" some "tweaks" were
 committed that changed this.
