 here: The goal is to add support for the loading attribute to core.
 Eventual improvements and more flexibility can be added on demand in the
 future as necessary.

 This needs to be build to allow for developers to easily unhook or 'turn
 off' this feature. This is not a future requirement, is something needed
 at launch. There is good reason you may wish to turn off selectively lazy
 load part tags. Making sure a video / tracking pixel are just two
 examples. The current patch was all or nothing, which seems a little
 extreme when we can give users options.
