 This was [https://wordpress.slack.com/archives/core/p1575523847116200
 discussed during a triage session] in the WordPress Slack.

 In order to maintain backward compatibility, I'm going to close this as
 wont fix. There are a number of plugins available for site owners wishing
 to disable HTML support in the comment form.
