 Recently, I cannot get shortcodes to display in an HTML widget anymore,
 though they work in Text widgets.

 Fresh install, 5.2.4 and 5.3.0, variety of native WordPress themes, same
 with two browsers I tried (Chrome and Edge).

 Using these simple shortcodes https://wordpress.org/plugins/log-out-
 shortcode/ which haven't changed in seven months (meaning, something else
 changed).

 That plugin is the only plugin.
