 Some admin dashboard notifications refresh the current page when closed or
 dismissed. Given that they can be dismissed without refreshing the whole
 page, it would be better in my opinion if all notices were forced to not
 refresh the page when dismissed. It's slightly annoying not knowing if
 closing a notification will refresh the page nr ont :)
