 What @flixos90 said: lazy loading should be on by default, and theme and
 plugin developers can choose to modify it for specific images.

 the onus can not be on the end-user to know to turn on lazy-loading or to
 look for a specific theme that supports it. Asking theme developers to
 incorporate the feature in a consistent way is also a path to inconsistent
 application and slow adoption.
