 I'd agree the Media editor screen would need some rethinking. It will
 anyways because there's another ticket from the WPCampus report which
 points out the reading / focus order mismatch. See #47136 and the
 screenshot attached there.

 Exploring how to group the UI controls in a more logical place as proposed
 by @nrqsnchz seems a good start to me.
