 Thanks! I would probably add a `Tools` parent menu in the Network admin,
 for consistency, and then put `Site Health` under that. There may be
 future situations where we'd have a similar need for that (e.g., privacy
 tools).

 I don't have time to do a deep dive, but at a quick glance the rest of the
 patch LGTM :)
