 Definitely worth fixing this single instance within the media modal
 dialog.

 However, worth reminding again this is a broader issue. There are several
 instances in core and Gutenberg where visible labeling is done only via
 the placeholder attribute. This is just to say that even if this search
 input field gets fixed, core and Gutenberg won't "OK" on this matter.
