 Legend is caption.

 In the classic editor, when you add an image, you were prompted to add a
 caption, which was first stored in the media library then imported in the
 article (with the actual picture).

 In Gutenberg, the picture import process does not use that media library
 phase. Therefore the caption is only stored in the article and not in the
 library. As a side effect, all media within the library are stored without
 any caption attached (and thus, pretty much lost for re-use).
