Comment:

 The meta tag, `<meta name='robots' content='noindex,follow' />`, already
 renders if `"Discourage search engines from indexing this site".` is
 checked. . See [3548].

 The attached patch,
 [https://core.trac.wordpress.org/attachment/ticket/43590/43590.diff
 43590.diff], removes `Disallow: /` in robots.txt.

 This should address this ticket. @mamaedler.
