 - Docker images now exist for PHP 5.2-7.3.
 - WP-CLI and PHPUnit images now obey the `LOCAL_PHP` environment variable.
 - Added a `README.md` file, with documentation of the NPM scripts.
 - First pass at converting Travis to using Docker images (currently not
 working).
