How does Site Health Check determine that it's a production site? I'm
testing Site Health Check on a development site on localhost now, and I
see no toggle for choosing production / staging / development. I do see
various bogus warnings including this one, which it claims is a "Critical"
"Security" issue. Similarly, the lack of SSL on localhost is not a
security issue, because on localhost there is no potential for MITM.
`WP_DEBUG` being on is actually a reasonable indication that the site
isn't a production site.
