 Hi @ajtruckle, welcome to WordPress Trac! Thanks for the ticket.

 As noted above, themes can already display a note if comments are
 disabled. There's a
 [https://developer.wordpress.org/reference/functions/comments_open/
 comments_open()] function to check for that.
