 Sometimes a post is designed and in the post you encourage readers to add
 comments.

 After some months you might turn off commenting. But the post still says
 they  can add comments.

 It is impractical to make textual changes here. Instead it would be nicer
 if WordPress could add a note at the bottom indicating comments are
 disabled.
