 After a discussion in Slack
 (https://wordpress.slack.com/archives/C02RP4X03/p1555525954229400), this
 seems good as-is for now.

 Summary:
 - The tooltip/title attribute on the spinner or the section heading is out
 (we don't use anything like it anywhere else...).
 - Replacing "Not calculated" with "Loading..." would be enough of a clue
 about what's going on and why there is a spinner there.
 - In the future: we need a better "loading/please wait" component for the
 UI. See https://material.io/design/components/progress-
 indicators.html#usage and https://uxdesign.cc/what-you-should-know-about-
 skeleton-screens-a820c45a571a.
