 There are scenarios where the `install_plugins` capability is removed,
 even though the user has access (for example if the site runs behind
 version control), but you'd still want access to health check and debug
 information, especially as plugins and themes may extend this data as
 well.

 Making the capability filterable would help with access in these
 situations.
