 > That is the color used for the background of .badge.blue that is
 currently committed to core in /wp-admin/css/site-health.css. All this
 patch does is change to using it as a border instead of background.

 Where was that color drawn from? I want to make sure all of the colors
 we're using are following the established color palette.
